Welcome to Hallam Land’s consultation website on proposals for Keepers Place in Milton Keynes and Central Bedfordshire.

Keepers Place is a proposed sustainable new community that is designed to support the goals of the Milton Keynes City Plan 2050. Part of the site is within Central Bedfordshire, and this is being promoted through its emerging Local Plan too, to help meet local aspirations around affordable housing and green infrastructure.

Overall, Keepers Place is proposed to provide up to 3,500 new homes, alongside employment, public transport infrastructure, and local amenities such as community hubs, new primary schools and a secondary school.

Our planning application has now been submitted to Milton Keynes and Central Bedfordshire Councils and can be viewed on each council’s respective website, where you can also record your feedback. You can use this website to find out more about the Keepers Place, download application documents and stay up to date with progress.

The Site

Located directly North of Broughton and the M1, comprising 231 hectares, the site is a key part of the first phase of the Eastern City Extension draft allocation in the emerging MK City Plan 2050. The Site spans both Milton Keynes and Central Bedfordshire.

This means that the site is capable of delivering a significant number and mix of new homes, meeting local aspirations for affordable housing and new community infrastructure including extensive green infrastructure, land for education and employment, and public transport infrastructure. The site is sustainably located and free from any significant environmental designations or constraints which will be evidenced through the planning process.

The site will be sustainably connected by a network of walking and cycling routes, as well as public transport in the form of local buses and in time the emerging Mass Rapid Transit system, with connections to rail stations that will form part of East West Rail, alongside road connections to the national highway network.

Community drop-in event

Following our first public consultation events in 2025, we invited you to view the updated plans for Keepers Place before the submission of the application. This event was held on Wednesday, 24 September 2025 between 4pm-8pm at Moulsoe Millenium Hall, MK16 0HB.

In-Person Consultation Events

In order to gather early community feedback on the emerging proposals for Keepers Place, we held three public consultation events across Milton Keynes and Central Bedfordshire:

  • Thursday, 27th February 3:30pm – 8pm at Moulsoe Millennium Hall, MK16 0HB

  • Tuesday, 4th March 3:30pm – 8pm at Mary Agate Hall, MK17 8BB

  • Wednesday, 5th March 4:30pm – 8pm at Broughton Pavilion, MK10 9NJ

Outline planning application has now been submitted
